Project Outcomes and Learnings
For the outcome evaluation, the TLC3 sites looked at whether children who participated in their programs showed improvements in language and cognitive functioning. They also looked for changes in parent attitudes and behaviours, and changes in the local organizations, staff and partnerships.
The sites used various evaluation tools and techniques, including standardized development measures, structured observation, teacher ratings, parent feedback forms and questionnaires and key informant interviews. What follows are brief summaries of the outcomes from all sites combined.
